1.2. Performance of Bihar in Each Sector

Sector

Important informations

Agricultural and allied sector

  • Livestock and fisheries grew at 9.5%.
  • Agri Investment Policy covers 7 products: makhana, fruits, vegetables, maize, medicinal plants, honey, tea.
  • Cereals dominate cropping. Cereal area rose by 7.1% compared to 2022-23. Rice and wheat are main crops.
  • Under Samagra Gavya Vikas Yojana, 5,873 units of high-breed cattle were set up.
  • In Jaivik Corridor Phase 2, 20,000 acres were given to new organic farmers.
  • Vegetable production has increased by 0.5% from the last year(2022-23).
  • The Vegetable Development Scheme is being implemented in 23 districts.

Enterprise Sector

  • ₹75,293.76 crore investment proposed in Bihar’s industrial sector.
  • Micro-enterprise investment rose 135%, employment up 107%.
  • Large-scale unit investment up 131%, employment increased by 187%.
  • The mining sector grew by 9%.

Road & Infrastructure

  • Railway network – 4509 Km. (Till March 2024) [3.4% of the total tracks in the country.]
  • Between 2005 and 2025, rural paved roads in Bihar grew from 835 km to 1.17 lakh km.
  • The road density of Bihar is 3167 per thousand square kilometers.
  • Bihar ranks third in the country in terms of road density.
  • More than three and a half times the amount was spent on roads and bridges in 2020-24 as compared to 2005-10.
  • Bihar ranks third in the country in terms of growth in transport and communication sector during 2011-2024.
  • Bihar’s growth rate in the transport and communication sector during 2011-2024 was 7.6%.

Tourism Sector

Tourism Development Projects –

  • A budget hotel is being developed at Janki Vihar in Sitamarhi.
  • A service plaza building is under construction in Supaul.
  • A new Tourism Corporation office is being set up in Patna.

Digital Governance and the Energy Sector

  • The government adopted technologies like CCTNS, CFMS, Cyber Cell, e-Challan while promoting e-governance.
  • Per capita energy consumption in Bihar was 134 kilowatt-hours in 2012-13, which is set to increase to 363 kilowatt-hours in 2023-24.
  • The power consumer base has now crossed 2.12 crore, with peak power demand reaching a new record of 8005 Megawatt (MW) in 2024.

Education and Health Sector

  • The child welfare budget increased by 19.4% annually between 2016-23.
  • Dropout rate in government secondary schools drops by 62.25% in five years.

Employment & Unemployment

  • Agriculture, Forestry & Fishing is the top employment sector for both men and women: – 42.7% of male workers and 82.1% of female workers are employed in it.
  • Informal sector employment: 90.8% of men and 78.8% of women.
  • Self-employment: 61.2% of men and 83.7% of women.

Labour Force Participation Rate: Overall-55%

  • Male – 78.5%, Female – 32%
    • Rural: 56% (Male: 79.2%, Female: 33.5%)
    • Urban: 46.3% (Male: 71.9%, Female: 18%)

Unemployment rate: Overall- 3%

  • Male: 3.6%, Female: 1.4%
    • Rural: 2.6% (Male: 3.3%, Female: 0.9%)
    • Urban: 7.3% (Male: 6.9%, Female: 9.1%)

Women empowerment

  • The labor force participation rate of women increased.

From 2022–23 to 2023–24:

  • Rural women’s labour force participation rose from 24.8% to 33.5% 
  • Urban women’s participation increased from 13.8% to 18.0%.
  • The labour force participation ratio of men and women in Bihar is lower than the overall Indian average.
  • 1063.5 thousand Self Help Groups (SHGs) were formed in Bihar by the financial year 2024-25.

Key IT initiatives

  • BSDC 2.0 (Bihar State Data Centre) – Secure platform for delivering digital services.
  • BSWAN 2.0 (Bihar State Wide Area Network) – Seamless statewide voice, video, and data connectivity.
  • Secretariat LAN – Enhances internal government communication in Patna.
  • BAAF (Bihar Aadhaar Authentication Framework) – Facilitates Aadhaar-based service transactions.
  • MSDG (Mobile Service Delivery Gateway) – Bihar excels in mobile governance via push SMS services.
  • IT Skilling – Training programs for youth in IT and ITeS sectors.
  • NIELIT Centres – Over 5000 youth trained annually across 3 districts.
