Important Points

Enterprise 

  • From 2019-20 to 2023-24, the State received 1934 investment proposals on industrial development, with 1689 approved at Stage-I, totaling a proposed investment of Rs. 53,607.27 crores.
  • Of the Rs. 4712.97 crore total investment, 39.7% went to food processing units. The ethanol industry received Rs. 686.74 crore for six production units.
  • The investment recorded Rs.470.32 crore in 2022-23 for the medium sized enterprises.
  • The number of workers employed has increased from 801 to 5623 in 2022-23.

Tourism

  • The Bihar government has implemented the New Tourism Policy (2023-28). 
    • The policy aims to create world-class infrastructure 
    • It focuses on developing a skilled workforce specialized in tourism and hospitality.
  • The state government increases the budget allocation for the tourism sector to Rs 490 crore in 2022-23. In this year 254.17 lakh tourists visited Bihar.
  • For Eco tourism and Parks development Schemes, total allocation is Rs.64.24 crore in the year 2023-24.

Environment, Climate Change and Disaster management

  • The Bihar government has launched the first-ever Green Budget in India and initiated the Jal-Jeevan-Hariyali Abhiyan in 2019 to balance environmental sustainability with economic development.
  • In 2022-23, 288.31 lakh plantations were carried out under the initiative Jal-Jeevan-Hariyali Abhiyan.
  • Bihar government’s goal is to minimize carbon emissions to the lowest possible level by 2070, focusing on climate-resilient development.

Labour, Employment and skill  Sector 

  • According to the Periodic Labour force Survey, Labour force participation rate was 50.9% & worker population Ratio was 48.7%.
  • In collaboration with Tata Technologies, 60 ITIs will be converted to Centres of Excellence (CoE) in the first phase to cater to the needs of Industry 4.0.

Energy Sector 

  • Per Capita Power Consumption is Increased from 134 kWh (2011-12) to 329 kWh (2021-22). (It is an 145.5% increase over the decade).
  • The energy deficit has gradually declined from (-) 3307 Mega units in 2017-18 to a surplus of 4034 MU during 2022-23.
  • 31% of power came from renewable energy sources.
  • Bihar recorded 56.3 telephone connections per 100 people.

Human Development

  • Health expenditure rose over eleven times.
  • Education expenditure increased by ten times.
  • Share of social services in total expenditure grew by 9.4 percentage points, from 31.9% to 41.3%.
  • Comprehensive expenditure on social services increased 13.3 times (2005-06 to 2022-23).

Child Development

  • In 2021-22, the share of expenditure on child development amounted to 21.46 percent of the total state budget and about 6.4 percent of GSDP.

Urban Development

  • For the Department of urban development and Housing, total allocation is Rs, 5786.59 crore in the year 2021-22.Â
