    • He, along with Vijay Sinha, took over key posts following a political realignment.

Total Estimated budget

 

  • Rs. 2,78,725 crores in 2024-25 (increased by 6.43% from last year)
  • Rs. 261885.40 crores in 2023-24
  • Rs. 2,37,691 crores in 2022-23

GSDP

  • Estimated to be Rs.9.76 Lakh crores for 2024-25.
  • Growth Rate — 
    • Bihar – 10.64%
    • Assam –10.2%
    • Delhi – 9.2%
    • India –7.3%

Expenditures

  • Total expenditure is Rs. 2,78,725 crores.
  • Revenue Expenditure is Rs. 2,25,676 crores (up by 80.97%).
  • Capital Expenditure  is Rs. 53048.72 crores( up by 19.03%).
  • Total expenditure (excluding debt repayment) in 2024-25 is targeted at Rs 2,56,333 crores. 
  • The largest portion of the budget was allocated to the education department by the Bihar government.

Fiscal Deficit

Total Fiscal Deficit is  Rs. 29095.42 crores(5.57% increase from the last year)

  •  2.98% of GSDP (limit 3%)
  • Primary deficit is estimated to be Rs. 8569.24 crores (0.9% of GSDP)

Receipts 

Total Receipt is Rs. 2,78,925 crores.

  • Revenue Receipt is Rs. 226798.40 crores. (6% increase from last year)
    • State own  revenue – Rs. 61625.86 crores.
      • State as tax revenue(from its resources) – Rs.54300 crores
      • State non tax revenue – Rs. 7325.86 crores
    • Grant tax from central government – Rs. 52160.62 crores.
    • The state’s share in central taxes from the central government in the FY 2024-25 is Rs. 1,13,011 crores (40.52%).
  • Capital Receipt is Rs.52127.32 crores.
    • Borrowings – Rs,51688.14 crores.
    • Recovery of loan – 439.18 crores.
  • In 2024-25, State GST (SGST) is estimated to be the largest source of own tax revenue (58% of own tax revenue). 
  • SGST revenue in 2024-25 is estimated to register an annualized increase of 17%. 
  • Estimated Revenue Surplus is Rs. 1,121 crores for the FY 2024-25. (0.11% of GSDP).

Debt 

  • Outstanding public debt – Rs. 297908.99 crores (30.51% of GSDP)
  • Total debt including liability in the public account estimate of Bihar for the financial year 2024-25 will be 35.67% of GSDP (Rs.348370.45 crores).
  • According to the 15th Finance commission the debt limit was 40.8%.

  • Capital outlay on roads and bridges – Rs 3,819 crores

Annual Scheme outlay 2024-25

  • Total budget of the annual scheme outlay for the FY 2024-25 is estimated to be Rs. 100000 crores.

  • Scheme outlay for Rural development dept. – Rs. 13840.56 crores
