1.4.  Important Points to Remember —

  • Bihar Deputy Chief Minister Samrat Choudhary announced that in the current 2023-24 financial year, 2.5 crores people in the state rose above the poverty line.
  • The growth rate for the financial year 2022-23 on constant prices is as follows:
    • World: 3.1%
    • India: 7.24%
    • Bihar: 10.64%
  • The capital outlay for the year 2024-25 is ₹ 29,416 crores.
  • For the financial year 2024-25, the budget for the Scheduled Castes Special Component Plan is ₹ 17,049 crores.
  • The proposed expenditure for the road sector in FY 2023-24 is ₹ 15,235 crores.
  • The total power extraction capacity in Bihar is 14,024 MW.
  • Four districts (Samastipur, sheikhpura, Supaul, Banka) of Bihar are included in the top five districts of the country in the Jal Jeevan Survekshan ranking by the Ministry of Jal Shakti, Government of India.
  • A solar power project with a capacity of 185 MW, featuring a battery storage system, is being installed at Kajra (Lakhisarai) at a cost of ₹1,810.37 crores.
  • Poverty rate has decreased by 18.13%.
  • The percentage of the credit-deposit ratio (CD ratio) of banks in Bihar is 56.56%.
  • In the budget of 2024-25, approximately 63.46% of the total expenditure has been allocated under the head of developmental expenditure.
  • Agriculture leadership award was given to Bihar by the union agriculture ministry.
  • All children aged between three to six years are being given Rs 400 annually for clothes, till now 41,34,460 beneficiaries have been given the amount for clothes.
  • 96,69,993 beneficiaries have been provided benefits through 1 lakh 15 thousand Anganwadi centers in the state.

1. Green Budget

  • Introduction – A government plan focused on spending to protect the environment and combat climate change.
  • Purpose – Tracks spending on eco-friendly projects to achieve goals like reducing pollution and using cleaner energy.

2. Bihar’s Green Budget – Introduced in 2021-22, it incorporates economic, social, and environmental considerations to promote green products and innovations.

  • Aim – Aligns Bihar’s budget with local and national environmental targets by tracking and tagging environment-related expenditures.
  • Bihar Green budget in FY 2024-25 – This year, it is a step toward incorporating environmental considerations through various projects and policies like Power project, Kosi-Mechi River Link Project, flood control, promote tourism, Jal-Jeevan-Hariyali Abhiyan (JJHA),  and others.
  • Importance –  Green budget is necessary as Bihar is highly vulnerable to the risk of natural disasters like flood, drought, earthquake, cyclone, storm etc.
  • Approach – This approach to green budgeting focuses on three key aspects: cohesive response, green methodology, and policy deliberation.
